Background:

The Libya Transition Initiative 4 is a newly awarded USAID program implemented by Chemonics International in Tunisia and Libya. The goal of the LTI4 is to establish and manage a quick-response mechanism supporting activities that reinforce stability and build an inclusive and peaceful democratic future in Libya.

Purpose:

The Finance Manager – Tunis will ensure smooth financial operations for LTI 4’s operations within Tunisia. S/he will lead a small team and be responsible for daily coordination with the larger Libya-based finance team, working collaboratively to ensure all payment needs are met in a timely manner. S/he will maintain financial management systems to ensure that project-related expenses incurred under the LTI 4 contract are consistent with U.S. government procurement regulations and corporate field accounting policies. S/he will help monitor banking and cash management activities, supervise the process for reviewing and approving field office expenses, and provide compliance support on payments for payroll, procurements, and program activities. In addition to overseeing financial transactions, the Finance Manager – Tunis is expected to execute basic finance functions when needed due to the small team size and need for segregation of duties. 

 Reporting

The Finance Manager – Tunis reports to the Deputy Chief of Party - Operations. 

Responsibilities

  • Manage project and field accounting systems and internal day-to-day financial operations.
  • Oversee payroll preparation for project employees on a monthly basis.
  • Supervise, train, and mentor finance team members.
  • Manage and monitor project bank accounts, safes, and petty cash funds.
  • Review all local financial transactions (e.g. petty cash, subcontract payments, etc.) into project’s accounting system.
  • Ensure that all back-up supporting documentation and approvals are available before issuing any payment.
  • Ensure all financial documentation is filed in both hard copy and scanned and saved in project digital files.
  • Ensure monthly compliance with local income tax and social security remittances
  • Manage local financial reporting requirements are completed and performed timely
  • Other duties as assigned.

 

Exigences de l'emploi

  • University degree in relevant field, such as accounting, commerce, or business administration, or equivalent experience.
  • A minimum of five years of experience in accounting and/or financial management.
  • Strong understanding of and demonstrated experience working with Tunisian financial/tax/legal requirements required; working experience on USAID contracts strongly preferred; familiarity with Chemonics rules and regulations is advantageous but not required.
  • Supervisory experience is highly preferred.
  • Excellent working knowledge of software applications such as MS Word and MS Excel, and of at least one major accounting software system.
  • Ability to communicate effectively, both verbally and in writing, to prioritize tasks and meet deadlines consistently, and to lead a team in doing the same.
  • Demonstrated ability to successfully work in remote environments (such as work-from-home or when supporting out-of-country operations) is an advantage. 
  • Ability to work in a professional and cordial manner with colleagues, visitors, and the general public.
  • Fluent Arabic is required; professional French is required; and English proficiency is acceptable, although English fluency is strongly preferred.
