Description de l'emploi

The HR Supervisor (Core Administration & Operations) leads day-to-day human resources administration, office operations, and workforce compliance. Reporting to the HR Manager, this role combines hands-on operational execution with team leadership—directly managing a team of Personnel Chiefs responsible for local employee administration and statutory relations with public institutions (e.g., Labor Ministry, Social Security, Tax Authorities).

Additionally, the HR Supervisor acts as the primary anchor for expatriate workforce management, overseeing daily attendance and leave tracking. From contract lifecycle management to supervising facility support staff (security, cleaners), this position ensures full legal compliance, rigorous data integrity, and smooth daily operations across all business units.

RESPONSIBILITIES

  1. Team Leadership & Government Relations Oversight
  • Provide daily leadership, directional guidance, and performance oversight to Personnel Chiefs.
  • Ensure the team of Personnel Chiefs efficiently executes all local employee lifecycle processes—including local contract preparation, onboarding documentation, probation tracking, and payroll data inputs.
  • Oversee and audit interactions with government authorities and statutory bodies (e.g., Ministry of Labor, Social Security, National Health Insurance, and Tax Authorities), ensuring 100% compliance with mandatory filings and local labor codes.
  1. Expat Workforce Management & Logistics
  • Maintain daily attendance records, tracking systems, and rotation schedules for expatriate personnel (including Rest & Recuperation / R&R cycles).
  1. Employment Contract Management & Compliance
  • Issue standard employment contracts, addendums, NDAs, and contract extensions in strict alignment with regional labor regulations.
  • Track probationary periods, fixed-term contract end-dates, and notice periods; alert department heads in advance to initiate performance reviews or non-renewal actions.
  • Conduct routine audits of employment terms to guarantee adherence to local labor laws and corporate standards.
  1. Core HR Administration & Master Records
  • Build and maintain confidential physical and digital personnel files (the "Master HR Database") for both local and expatriate staff.
  • Validate and reconcile all employee leave requests (annual, sick, compassionate, and unpaid leave) to ensure accurate reporting to payroll.
  • Produce weekly and monthly metrics covering headcount, absenteeism, expat status, and contract expiry schedules.
  1. General Office Administration & Support Staff Supervision
  • Directly supervise auxiliary and facilities staff, including office cleaners and receptionists to maintain high standards of workplace functionality.

COMPETENCIES

Job-Specific

  • Deep knowledge of local labor codes, social security legislation, and public institution filing procedures.
  • Expertise in drafting, managing, and auditing multi-tier employment contracts and addendums.
  • High proficiency in HR Information Systems (HRIS), electronic attendance/leave tracking tools, and Advanced MS Office (Excel, Word).
  • Strong methodology for organizing, archiving, and securing highly confidential employee records.

Interpersonal

  • Meticulous attention to detail in tracking dates (contract expiries, leave days) to eliminate compliance risk.
  • Capacity to resolve daily operational bottlenecks (facility issues, urgent visa deadlines, team disputes) calmly and rapidly.
  • Ability to set clear goals, supervise workflow and support staff effectively.

Self

  • Tactful communication and negotiation skills when liaising with public inspectors, ministry officials, and statutory bodies.
  • Absolute trustworthiness in handling sensitive personnel data, salary details, and executive/expat information.
